Pdf Summary
The March 2026 PCI webinar “PCI Standards Development and Adoption,” presented by Edith Gallandorm (PCI Director, Codes and Standards), explains how PCI guidance documents and codes are developed and how to apply the new ACI/PCI CODE 319-25 in practice. It begins with course logistics and then outlines learning objectives: understanding the hierarchy of design documents, how ACI/PCI 319-25 is adopted, how the code is organized and used, and the benefits of adoption.

The webinar reviews the U.S. code framework: model building codes establish minimum health and safety requirements and are adopted (often with amendments) by state and local jurisdictions. It situates ACI/PCI 319 within the broader standards cycle and timelines (e.g., IBC 2024/2027, ACI 318-25, ASCE 7). PCI’s “Body of Knowledge” is summarized (handbooks, manuals of practice, recommended practices, journal papers, white papers, etc.), along with PCI’s ANSI accreditation (since 2014), emphasizing consensus standards development, balanced committee representation (producer/user/general interest), public comment, balloting, and documented resolution of negatives.

A major focus is why ACI/PCI 319 was created: after ACI 318’s 2014 reorganization, maintaining and advancing precast/prestressed provisions became more difficult within ACI 318 alone, prompting development of a dedicated precast/prestressed concrete building code. Adoption activity is discussed, including IBC proposals that permit (and in some cases require) use of ACI/PCI 319 for specific systems such as intermediate precast shear walls.

ACI/PCI 319-25 follows ACI 318 numbering, often referencing or repeating ACI 318 text for continuity, while adding significant new precast-specific provisions. Key new/expanded topics include torsion, corbels/brackets, dapped and notched end beams, bearing regions, intermediate precast structural walls, diaphragms with pour strips, interface shear (shear friction), and evaluation of precast components and erected structures (Chapter 27). Participants are encouraged to contact PCI with questions, inquiries, or errata.
