The Woodrow Wilson Memorial Bridge, located on I-95 south of Washington, D.C., was constructed between 1959 and 1962. By 1977, the bridge was experiencing significant traffic delays and deterioration of the reinforced concrete deck. In response, the Maryland State Highway Administration contracted with Greiner Engineering Sciences to conduct feasibility studies for deck replacement while maintaining traffic. The final design included the use of lightweight precast concrete deck panels, polymer concrete and mortar, and various protective measures to prevent water and salt intrusion.<br /><br />Shockey Bros., Inc. was responsible for fabricating the precast deck panels, which were 46 ft 7 in. wide and 8 in. thick, with a transversely post-tensioned haunch at the exterior girder. The panels were supported on the original girders and stringers using polymer concrete bearing pads. The panels were precast with transverse and longitudinal post-tensioning, and the joints between panels were filled with polymer concrete to seal out water and prevent reflective cracking.<br /><br />During construction, a temporary work platform and debris shield were used to protect workers and prevent debris from falling into the river. Temporary open grid deck panels were also installed to maintain traffic flow during the deck replacement process. The deck removal and replacement was completed in segments, with temporary parapets and asphaltic wearing surfaces installed between segments.<br /><br />Overall, the deck replacement project was completed ahead of schedule and under budget, with minimal disruption to traffic flow. The innovative construction techniques and materials used for this project may be applicable to future bridge deck rehabilitation projects. The project received several awards, including the 1984 Grand Conceptor Award from the American Consulting Engineers Council.
